Despite decades of consensus and progress on international humanitarian law to minimize suffering in times of war, the human toll of armed conflict remains widespread and violations prevalent. While conflict fuels the need for humanitarian assistance , the conduct of parties impedes and endangers humanitarian organizations and prevents people from getting the aid that they require. The foundations of IHL appear to be under attack.
