10:00 - 13:00 High-level panel discussion 2 - The humanitarian consequences of armed conflict: promoting respect for and good practices in the application of international humanitarian law.
Despite decades of consensus and progress on international humanitarian law to minimize suffering in times of war, the human toll of armed conflict remains widespread and violations prevalent. While conflict fuels the need for humanitarian assistance, the conduct of parties impedes and endangers humanitarian organizations and prevents people from getting the aid that they require. The foundations of IHL appear to be under attack. With concrete examples from the field, this panel will aim to articulate the humanitarian consequences of armed conflict – including for women and children – and the criticality of compliance with IHL to protect civilians and ensure their basic needs are met. It will reinforce the need to rebuild solidarity for people affected by armed conflicts and to ensure both respect for IHL and good practices in its application, including to ensure humanitarians can safely reach people in need in line with humanitarian principles. Lastly, this panel seeks to build on a number of concurrent efforts aimed at strengthening support for IHL, including the Global Initiative aimed at galvanising political commitment to IHL that Brazil, China, France, Jordan, Kazakhstan, South Africa and the ICRC launched last year.
