At High-Level Week 2026, the Ministerial Group for the Declaration for the Protection of Humanitarian Personnel will co-host an event marking one year since the launch of the Declaration . Ministers will highlight tangible actions they are taking that advance the objectives of the Declaration. The event will: Demonstrate the global impact of the Declaration , by sharing practical steps taken to strengthen the protection of humanitarian personnel, while acknowledging remaining gaps and calling for stronger collective action. Highlight the experiences of humanitarian personnel through in-person and video addresses, recognising the ongoing risks to their safety and security. Underscore the role of the Declaration in the multilateral system to promote adherence to international humanitarian law and strengthen accountability . Three years into the conflict, Gaza's humanitarian crisis remains catastrophic despite the ceasefire of 10 October 2025. The humanitarian situation facing Palestinian children remains deeply alarming. To deliver on the humanitarian promises of UN Security Council Resolution 2803 towards children in Gaza and safeguard the future of children in the West Bank, including East Jerusalem, urgent action is needed to protect Palestinian children and address the deepening humanitarian crisis across the oPt. International law, including international humanitarian law (IHL) must be respected, including protecting civilians and civilian infrastructure, and to ensure safe and unimpeded humanitarian access. The Ministerial-level flagship event will be cohosted by the Kingdom of the Netherlands, the European Union and OCHA. It will take stock of what has been achieved towards the objective of mobilizing US$23 billion to reach the 87 million people facing the most severe and life-threatening humanitarian needs within the broader response set out in the 2026 Global Humanitarian Overview , which targets 135 million people worldwide. When the worst happens and lives are at risk, the people who come to help should never be targets. In 2025 alone, 350 aid workers were killed, the second-highest annual toll ever recorded. Behind every number is a family whose world has been torn apart. From armed drones to emerging technologies, the nature of war is changing. Our humanity cannot. When misused, these technologies put civilians and humanitarians in even greater danger. Humanitarians continue to be killed, injured, detained and blocked from reaching people in need. The commemoration of the bombing of the United Nations headquarters in Baghdad (Iraq) will be observed with a brief ceremony organized by the UN Staff Union's Standing Committee on the Security and Independence of the International Civil Service . The ceremony also marks the observance of World Humanitarian Day designated by the General Assembly in 2008 to coincide with the date of the bombing in Baghdad. The Day also honours humanitarian aid workers who have been killed or injured in the course of their work.
