Conference on Humanitarian Action, Remedy and Responsibility in unilateral sanctions environment
High-Level Conference (plenary session).
Today the world is observing the expanding use of unilateral sanctions, means of their enforcement via secondary sanctions, criminal and civil penalties for circumvention of sanctions regimes, and over-compliance by all categories of actors.
A sanctions environment, independently of the grounds, mode and purpose of sanctions, has an adverse and indiscriminate impact on business activities and consequently - to human rights of individuals and peoples. Furthermore, the enforcement of unilateral sanctions through different means, including through the imposition of secondary sanctions, civil and criminal penalties against entities and individuals allegedly circumventing, or assisting in the circumvention of, primary sanctions regimes, result in de-risking and over-compliance.
The High-level panel of the conference intends to discuss the drafts of the Guiding principles on humanitarian action in the face of unilateral sanctions and on effective remedy and responsibility in a unilateral sanctions environment, along with the draft Commentary thereto, and to address the most important aspects of interaction of states and businesses in a sanctions environment.
