Today, more than 300 million people are in need of humanitarian assistance , with the UN and its partners requiring $44.7 billion to support just 186 million of the most vulnerable with life-saving protection and assistance. With the humanitarian sector facing a deeply precarious financial situation, the consequences of a shortfall are dire; people will die and needs among the most vulnerable, including women and girls, will grow, leading to unfathomable outcomes. This panel will demonstrate the real consequences of a widening humanitarian financing gap in terms of the impacts on affected people and humanitarian partners' ability to respond. Despite decades of consensus and progress on international humanitarian law to minimize suffering in times of war, the human toll of armed conflict remains widespread and violations prevalent. While conflict fuels the need for humanitarian assistance , the conduct of parties impedes and endangers humanitarian organizations and prevents people from getting the aid that they require. The foundations of IHL appear to be under attack. With concrete examples from the field, this panel will aim to articulate the humanitarian consequences of armed conflict – including for women and children – and the criticality of compliance with IHL to protect civilians and ensure their basic needs are met. Protecting health care against attacks: a collective responsibility.

Side event of the ECOSOC Humanitarian Affairs Segment. Health care is under attack - violations that are strictly prohibited under International Humanitarian Law (IHL) and other international legal frameworks. According to WHO's Surveillance System for Attacks on Health Care (SSA) , which systematically documents and verifies incidents of violence against health care , since its establishment in 2018, more than 8000 incidents of attacks on health care have been documented from 22 countries/territories. In 2025 alone, WHO has documented close to 500 incidents from 13 countries/territories.
